I have a HP Elitebook 2560P that used to run windows 10 Creators Update just fine until last weekend (August 19), when it installed the latest updates and then refused to turn off or restart. Windows is installed in UEFI mode and I use drivers directly from HP's website. I am a tech and it looked like it was doing the same thing as when you need to turn off fast startup, so that is what I tried first. But even after doing that, it still won't work. Then I looked at possible solutions online and saw the IMEI fix. I tried different IMEI driver versions but none of them allow my computer to shut down. I ran sfc /scannow and it did not find any errors, Now I really wonder what to do.

I don't want to reinstall Windows because I just reinstalled it at the beginning of the summer and everything was going well until that update. I tried uninstalling the latest updates but that did not fix it either. Has anyone experienced something similar and fixed it?

I can't even get to safe mode, because when I hold shift and click restart, the computer actually never restarts, just does what it should do (asks me what I want to do) but when I select advanced options, it tries to reboot but stays in a half-off state (the power LED is on and I can hear the fan spinning, but the disk activity LED is not blinking). I waited for over an hour, then held the power button down to force it to turn off. Then I turned it back on, but it did not display the menu where you have to press 4 to boot in safe mode, it went straight to the logon screen. All my drivers are up to date, then I thought maybe that was the problem, so I uninstalled all drivers that I remembered installing from scratch and reinstalled the versions that were working.

But that did not fix the problem. A clean boot still does the same thing.
